This may have been a university project or demonstration piece. The white box that looks like a mini loudspeaker is mounted on a rotating actuator. This would have swivelled around from side to side & pinged out ultrasonic sound & received the bounced echo just like bats do. This would enable the car to hopefully move around without colliding with obstacles. The LCD display would probably have shown operating data & the controlling program location for debugging purposes. Good dressing for an inventor's workshop.
