Military patch panel with coloured jumper plugs

Intriguing piece of Soviet era military hardware. Removing the protective front cover reveals a patch board with coloured markings into which can be plugged orange, blue, brown & black jumper plugs - either randomly or in any pattern you like. There are trays at the bottom front for storing unused jumpers. Maybe useful as an encryption device or early mainframe computer panel?
